Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: positive announcements are released from different nations. Significant resources is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capability enabled by timely intelligence. From observation points, defense planes that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun fired at a drone in the vicinity, part of a defensive team – almost certainly imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, destruction and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a dependence that European nations are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new approach from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, no doubt, persist.
Political Considerations
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through statements or actions, from thinking that the situation will not shift further in its advantage in the coming year.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but avoiding a complete military breakdown until situations evolve in its benefit.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
